The unique Australian system has been in operation now for more than 20 years and is an inspiration for governments and labour market research and policy organisations the world over.<\/p>\n<p>The Australian government engages independent organisations via contractual arrangements. These organisations can be of any size, not-for-profit or for-profit, but must comply to a strict set of compliance and performance standards and are constantly under review. Performance is measured in terms of successfully getting people into sustained employment, and underperforming organisations have the number of job seekers they are allowed to service reduced, and if their performance standards do not rise, they will lose their contract altogether.<\/p>\n<p>\u201cEmployment services providers\u201d are the organisations who offer support and assistance to Australian job seekers in finding and maintaining work. The mainstream employment services program is called \u2018jobactive\u2019, but there are many other more specialised programs as well (see Employment Services Programs further below). I am also pleased to report that despite all the obvious distractions to normal operations, NESA had a strong turn around in its end of year financial results, from the past few years.<\/p>\n<p>NESA has a lot to be proud of and while it was disappointing that the merger with Jobs Australia did not proceed, the feedback received from the members on the value derived from their NESA membership and the quality and robustness of NESA\u2019s advocacy and representation to government especially heading into a time of significant reform and change, endorsed our strong leadership in advancing a sustainable, effective and diverse employment sector and one that supports Australia\u2019s economy and community through employment.<\/p>\n<p>It was wonderful to see several new and past members join NESA this year. The successful 2021 National Conference held in Canberra highlighted the value of the sector coming together and engaging in networking and focused discussion opportunities. I would like to acknowledge Sally and her team for their rapid response in moving the conference to a hybrid platform to cater for providers who were in lockdown and maintaining a genuine experience for those on-line as much as possible.<\/p>\n<p>At the Awards for Excellence, I had the honour of presenting NESA\u2019s third Life Fellow award to John Perry, who is a strong supporter of NESA and a longstanding advocate for building a strong employment services sector.<\/p>\n<p>On 30 June 2021 NESA Solutions Ltd concluded its eight-year history of successfully delivering major projects in remote Australia but continues to deliver Capacity Building training and Indigenous Money Health (IMH) workshops. The IMH program, financially supported by the Ecstra Foundation, aims to build financial capability within Indigenous communities and provide frontline staff with the tools and skills to either facilitate further training or provide one on one support and mentoring to their clients.<\/p>\n<p>The achievements outlined in this report reflect the inspirational leadership of CEO Sally Sinclair and her expertise is well respected by government, stakeholders, and the sector. Our sector should be proud of its ability to seamlessly assure employment services and maintain employer and job seeker support under the extraordinary circumstances brought about by the COVID-19 pandemic.<\/p>\n<p>NESA continued to work diligently to ensure we remained the voice for the sector, that our profiling of the good work that our members do each day reached a wider and broader audience, and that our advocacy and representation was strategic and influential and vigorously supported our members.<\/p>\n<p>During 2020-21, NESA intensively engaged with members to understand the service and business impacts of the COVID-19 pandemic and the Government\u2019s response, to inform representations to Ministers, senior departmental executives, and key stakeholders across relevant portfolios. This included representations to the Treasury\u2019s Coronavirus Business Liaison Unit COVID-19.<\/p>\n<p>The next generation of employment services is no longer just on the horizon. NESA has worked tirelessly to represent the sector in the development and design of the New Employment Services Model (NESM) including formal submissions to the Department in response to consultation on licencing models, payment models and purchasing arrangements, which resulted in the adoption of key recommendations from NESA\u2019s submissions. Vital advocacy and representation on the reform of Disability Employment Services and the future of the Community Development Program was ongoing to ensure future services are strategic, fit-for-purpose and complementary.<\/p>\n<p>At the beginning of 2020-21, there were over 1.4 million participants in jobactive, including approximately 400,000 in Online Employment Services. NESA continued to advocate for protections to ensure job seekers streamed to Online Employment Services were not disadvantaged. NESA supported the sector development of Digital Employment Services through the promotion of international experiences and best practice from countries who had utilised technology in different ways. Our Masterclass, \u2018Digital Transformation \u2013 Global Trends in Hybrid Employment Services\u2019 was delivered by a panel of international public employment services experts.<\/p>\n<p>After eight years of capacity building in remote Australia, NESA People Solutions (NESAPS) concluded delivery of the Aboriginal and Torres Strait Islander Mental Health First Aid (AMHFA) Project. We are very proud of the work we achieved during those eight years to improve the employment, education, health, and well-being of remote communities. NESAPS also worked on the roll out of an Indigenous financial literacy pilot project called the Indigenous Money Health (IMH), which commenced across ten targeted communities and was well received by participants.<\/p>\n<p>NESA\u2019s Awards for Excellence continued to be embraced by the sector and stakeholders and highlighted the dedication, service strategies, innovative practices, and local approaches that the sector undertakes to change people\u2019s lives through employment. The stories of transformation continually inspire me and reminds all of us of the positive impact that employment has on the lives of individuals, their families, and their communities. In the words of this year\u2019s NESA Life Fellow recipient, John Perry OAM, <em>\u201c<\/em><em>We\u2019re not just in the game for putting people into work. We\u2019re in the game of changing lives. I\u2019ve seen so many lives change because they got a job. The hope and the dignity that comes with it.\u201d<\/em><\/p>\n<p>Over the next twelve months NESA will continue to be a strong voice for the sector and we will be engaging with and supporting members through this significant reform period. We will continue to strengthen our relationships with government, the opposition, key stakeholders, and the business community to ensure our voice on the key issues and priorities are heard.<\/p>\n<p>I\u2019d like to thank our Chair Matt Little and NESA\u2019s Board of Directors for their unwavering commitment and for setting a strong governance framework that supports the achievement of the organisation\u2019s goals and objectives.
