The unique Australian system has been in operation now for more than 20 years and is an inspiration for governments and labour market research and policy organisations the world over.<\/p>\n<p>The Australian government engages independent organisations via contractual arrangements. These organisations can be of any size, not-for-profit or for-profit, but must comply to a strict set of compliance and performance standards and are constantly under review. Performance is measured in terms of successfully getting people into sustained employment, and underperforming organisations have the number of job seekers they are allowed to service reduced, and if their performance standards do not rise, they will lose their contract altogether.<\/p>\n<p>\u201cEmployment services providers\u201d are the organisations who offer support and assistance to Australian job seekers in finding and maintaining work. The mainstream employment services program is called \u2018jobactive\u2019, but there are many other more specialised programs as well. The negative impacts of economic hibernation will continue to reverberate through the economy for many years to come. At this same time, we are <strong>anticipating fundamental sector change<\/strong> during this period of economic upheaval which requires NESA to be at the forefront of <strong>policy formulation and program design.<\/strong><\/p>\n<p>Our mission also provides the organisation clear guidance at these times. Leading a\u00a0sustainable, effective and diverse employment services sector\u00a0through influential representation and advocacy and effective member support and capacity development will be the clear focus for the organisation and management as we navigate through sector change together.<\/p>\n<p>During 2019-2020 the NESA Board developed <strong>NESA\u2019s 2020-2023 Strategic Plan<\/strong> which embeds the organisation\u2019s values and purpose, and its <strong>commitment to putting members first<\/strong>, building the capacity and capability of the sector and growing a financially sustainable membership organisation. The Strategic Plan will play a pivotal role in NESA\u2019s business growth and success over the next three years by providing a strong framework which will put NESA in the best position to succeed. These times will <strong>challenge us to think differently and with agility<\/strong> so we can continue supporting our members over the longer term.<\/p>\n<p><strong>2020 was another strong year for NESA Solutions Ltd<\/strong> successfully delivering projects in remote Australia which was recognised with NESA Solutions Ltd being awarded a two-year contract to deliver the <strong>Australian Mental Health First Aid Training<\/strong> for Adults and Teenagers project.<\/p>\n<p>I am delighted to work with people who are passionate about making a difference. NESA also continued to work closely with Ministers, senior departmental executives and key stakeholders across relevant portfolios to ensure real measures were implemented to support members through COVID-19 and during the post-recovery phase.<\/p>\n<p>Following vital advocacy <strong>NESA achieved key outcomes<\/strong> to support our sector, these included financial investment and viability measures for jobactive, DES and CDP, necessary IT enhancements, improved communication mechanisms and the adoption of key recommendations to support the recommencement of the CDP servicing model. NESA also <strong>collaborated with relevant peak bodies<\/strong> to stress to government the urgency and importance of retaining the sustainability of our sector at this critical point in time.<\/p>\n<p>As we continue to work towards a new normal, <strong>the future of Employment Services has also been a central focus<\/strong>, particularly following the accelerated implementation of the Online Employment Service. NESA continues to strongly advocate the need for personal services for all job seekers and those cohorts at higher risk of becoming further disenfranchised. <strong>Now is the time for investment in appropriate supports for all Australians.<\/strong><\/p>\n<p>Whilst much of our attention held a national focus, NESA continued to collaborate and communicate with our international counterparts. The <strong>NESA OECD Working Communities Congress \u2013 Indigenous Employment Forum <\/strong>was well received, with delegates sharing international lessons and practices on Indigenous employment and the findings from the <strong>OECD\u2019s Review of Local Job Creation \u2013 Indigenous Employment and Skills Strategies Australia<\/strong> were released at the forum.<\/p>\n<p>The critical work NESA Solutions Ltd does in improving the health and wellbeing of communities in remote Australia through the delivery of the <strong>Aboriginal and Torres Strait Islander Mental Health First Aid Project<\/strong> continued. As face-to-face training temporarily ceased due to COVID-19, <strong>specific online training modules were developed<\/strong> to ensure this vital work and support continued. NESA Solutions Ltd was also successful in obtaining funding to develop and deliver an <strong>Indigenous financial literacy pilot project <em>Indigenous Money Health<\/em><\/strong> across ten targeted communities<strong>.<\/strong><\/p>\n<p>Over the next 12 months NESA remains committed to be the voice on behalf of the sector. We will continue to engage and strengthen our relationships with government, the opposition, key stakeholders and the business community. We will also remain focused on championing the future of sector. <strong>In the lead up to 2022 it is imperative that the design and landscape of our future services are strategic, fit-for-purpose, complementary and achieve the best possible outcomes for all Australians.<\/strong><\/p>\n<p>I&#8217;d like to thank our Chair Matt Little and NESA&#8217;s Board of Directors for their leadership and for setting a strong governance framework that supports the achievement of the organisation\u2019s goals and objectives. The unique Australian system has been in operation now for more than 20 years and is an inspiration for governments and labour market research and policy organisations the world over.<\/p>\n<p>The Australian government engages independent organisations via contractual arrangements. These organisations can be of any size, not-for-profit or for-profit, but must comply to a strict set of compliance and performance standards and are constantly under review. Performance is measured in terms of successfully getting people into sustained employment, and underperforming organisations have the number of job seekers they are allowed to service reduced, and if their performance standards do not rise, they will lose their contract altogether.<\/p>\n<p>\u201cEmployment services providers\u201d are the organisations who offer support and assistance to Australian job seekers in finding and maintaining work. The mainstream employment services program is called \u2018jobactive\u2019, but there are many other more specialised programs as well (see Employment Services Programs further below).
